General Wilson, Commandant at the Industrial College of the Armed

Henrietta H. Fore was sworn in as Under Secretary of State
for Management on August 2, 2005 following her tenure as chief officer
of the U.S. Mint. Her current responsibilities are far-reaching
including the bureaus of Administration, Consular Affairs, Diplomatic
Security, Human Resources, Information Resource Management, and
Overseas Buildings Operations, the Foreign Service Institute, the
Office of Medical Services, the Office of Management Policy, the
Office of Rightsizing the U.S. Government’s Overseas Presence,
and the White House Liaison. She oversees people, resources, facilities,
technology and security of the Department of State and is the Secretary’s

Join Kay Frances Dolan, DHS Director of Human Capital, and Nicole
Gardner, IBM VP Practice Area Leader, Human Capital Management for
a lunchtime discussion on this hot topic. At some point, many look
outside the federal government to assess professional opportunities.
Whether you’ve assessed professional opportunities outside
the public sector or considered looking outside the federal government,

of human capital from DHS and IBM as well as someone who made the

High Tea: Celebrate & Support Toys for Tots
Join
us at our 2nd Annual Holiday Tea and Fundraiser where you can celebrate
the season and make a child happy by donating to the Marine Corps
Reserve Toys for Tots program. Amid the hustle and bustle of the
holidays, afternoon tea provides a time to relax, rejuvenate, and
reflect. The art of afternoon tea is mostly about the experience
that is steeped in Asian and Old World traditions and refined throughout
centuries. We’ve chosen a location that brings this experience
to a new level – the Mandarin Oriental which has the city’s
first tea sommelier, Robert Guiler.
And as you enjoy the tradition of afternoon tea, you will learn
more about another tradition that brings toys to needy children.
Founded 57 years ago, the Toys for Tots program has grown to 456
communities covering all 50 states, DC and Puerto Rico. Last year
the program distributed 15 million toys to 6.5 million needy children.
(Fun note: Country-western singer and TV star, Billy Ray Cyrus,
the 2003 National Spokesman for Toys for Tots promised to get a
Marine “high and tight haircut” if we were able to reach
7,000,000 children last year. We came close enough to scare Billy
Ray’s manager. Hopefully we will get Billy Ray a haircut this
year! )
This year our local campaign has a monumental goal of collecting
250,000 toys! You can help reach this goal. Several Marines will
join us to answer your questions, tell you more about the program
and accept your donation of a new toy* or contribution.

ECQ write-ups based on the experience of an experienced OPM CDP
and QRB administrator.

Featuring Traditional Chinese Music and a private reception with
Ambassador Yang Jiechi.
EWG members enjoyed a delightful evening that began with a private
reception, continued with a concert by one of the finest Chinese
traditional bands in China and offered a buffet of traditional Chinese
cuisine. A rare treat! The reception also provided a unique opportunity
for members to meet Ambassador Yang Jiechi and learn more about
this country, culture and the Embassy.

Norman Ornstein: “An Inside View of the 2004 Elections”
EWG and the Senior Executives Association (SEA) hosted Norman Ornstein
for a special look at the 2004 election and what it could mean to
you. Dr. Ornstein is a resident scholar at American Enterprise Institute
for Public Policy Research where he researches politics, Congress,
and elections giving him a unique view of the election.
He is currently directing an effort, called the Transition to Governing
Project, to create a better climate for governing. As a member of
this renowned team of political analysts, he appears on AIE’s
Election Watch now in its 12 year. This program provides in-depth
campaign, convention, and post-election coverage. He also serves
as an election analyst for CBS News and writes regularly for USA

“Historic Mason District ”, Video Showing
Come and learn about Mason District from Indians to modern times
at the showing of EWG Member Naomi Sokol Zeavin’s new video.

only the history of Mason District , but it tells the facts of all
of the county. This video took two and half years of research and
a grant from the Fairfax County Economic Development Authority and
Congressman Tom Davis. There will also be a display of Mason District
History in Pictures and Papers thru out the Clark House put on by

Dedication Ceremony for 9-11 Liberty and Freedom Totem Poles
From cedar trees in Washington State, the Lummi Nation’s
House of Tears Carvers created the Liberty and Freedom Totem commemorate
the victims of the 9-11 terrorist attack on the Pentagon, as well
as to honor past and present members of the United States Armed
Forces.
The Community of September 11 Families and the Lummi Nation, in
Cooperation with other Member Tribes of the National Congress of
American Indians, will celebrate the arrival and presentation of
the totems as a gesture of healing at the ceremony on the 19th.
The totems will remain on display at the Pentagon until September
23, when they will be transferred to Historic Congressional Cemetery
in conjunction with the dedication of the new National Museum of
the American Indian on the National Mall. For more information,

Pulitizer Prize winning cartoonist and author Ann Telnaes
You may recognize her name as a contributor for the comic strip
“Six Chix” or as having been the second woman to win
the Pulitzer for editorial cartooning. Or perhaps you’ve enjoyed
her syndicated political cartoons particularly this year. Now you
can meet Ann Telnaes at this season’s first networking luncheon.

Evening Concert featuring Lyric Mezzo Soprano Kathryn Hill
Join us at a special concert presented by Kathryn Hill who has
performed around the world at venues as diverse as the closing of
the US Army Base in Augsburg, Germany and the opening session of
the legislative session in Washington, D.C. She sings in five languages
and has sung before Chancellor Kohl, Germany, 20 Flag Officers,
and numerous Prime Ministers. Her concert will offer a mixture of
classical, show tunes and religious songs. Kathryn has been a guest
at several events including the May Tea where she won 2nd place
for her hat.

Reception with the Ambassador Eva Nowotny, Ph.D
Concert by Austria's brilliant young pianist, Till Fellner
Eva Nowotny became ambassador of Austria to the United States on
Sept. 22, 2003. Ambassador Nowotny previously served as director-general
of European integration and economic affairs at the Ministry of
Foreign Affairs (1999-2003), ambassador to the United Kingdom (1997-99)
and to France (1992-97), and foreign policy advisor to the federal
chancellor (1983-92). In addition, she was a first secretary at
the Cultural Institute of the Austrian Embassy in Egypt (1975-78)
and a counselor in the Austrian Permanent Mission to the United
Nations, where she also served as vice president of the Special
Political Committee of the 36th General Assembly (1978-83).
Austria's brilliant young pianist, Till Fellner is a star! Mr.
Fellner's orchestral engagements have included the Vienna Philharmonic,
Scottish Chamber Orchestra, Academy of St. Martin in the Fields,
BBC Symphony, Chicago Symphony, London Philharmonic, City of Birmingham
Symphony, Los Angeles Philharmonic, Orchestre de Paris, and Philharmonia
Orchestra London. He has collaborated with conductors such as Claudio

Barbara Hackman Franklin: “A Few Good Women”
Former US Secretary of Commerce, Barbara Hackman Franklin explained
how she created the first White House effort to recruit women for
high-level government jobs. Through her efforts in the Nixon Administration,
the numbers of women in high-level positions tripled. Franklin,
a founding member of EWG, shared how she accomplished this, discussed
her other trailblazing roles and related how women can continue
to excel in today’s federal government.
Franklin, a leading expert in the field of corporate governance,
serves on the boards of five public companies. She is President
and Chief Executive Office of Barbara Franklin Enterprises, a Washington-based
firm that provides counsel to American companies operating in Pacific
Rim countries. She is also a regular commentator on business and
international economic matters on the PBS Nightly Business Report.

Celebrating & Supporting the Pentagon Memorial
Members heard special guests Julie Beckman, Memorial Architect,
and Rosemary Dillard, Vice President of the Pentagon Memorial
Fund speak about the Pentagon Memorial which celebrates
the lives of those lost on 9/11. Ms. Dillard's husband was a passenger
on Flt. 77. She was also manager of the 4 flight attendants on that

The International Alliance for
Women (TIAW) presented TIAW's 2003 Global Partnership
Forum: "Uncommon Women on Common Ground" at the
Ronald Reagan Building and International Trade Center in Washington,
DC.
This year’s program offered a thought-provoking look at three
key areas for women: Leadership, Ethics and Governance; Influence
and Power; and Collaboration and Connection.
Note: EWG members registered at the TIAW member

Executive Women in Government’s Participation
in the
Annual Race for the Cure
National Race for the Cure – Saturday, June 7, 2003
The EWG team showed their support for breast cancer research by
participating with the Senior Executive Association in this year's
event.
The Susan G. Komen Breast Cancer Foundation was established in
1982 by Nancy Brinker to honor the memory of her sister, Susan Komen,
who died of breast cancer at the age of 36. The National Race has
grown from 7,000 participants to over 68,000 participants in 2002.
EWG’s Co-Captains for the Race were Diane Gelburd (202-720-5992)
and Carol Wettstein (202-720-3457).

in of the 2003-2004 Executive Women in Government Officers on Tuesday,
June 10, 2003 at 11:00 am at the Supreme Court.
