Elizabeth Cotsworth

Senior Advisor, Office of Radiation and Indoor Air, Environmental Protection Agency

Elizabeth is approaching her 37th anniversary as a public servant, largely with the Environmental Protection Agency. Elizabeth started at EPA as a Management Intern and was selected into the Senior Executive Corps in 1994, when she assumed a leadership role in the Office of Solid Waste. She subsequently served as the Director of EPA’s Office of Radiation and Indoor Air. She is currently serving as a senior advisor in the Office of Air and Radiation, on a part-time basis. She received two Presidential Rank Awards of Meritorious Executive  for her contributions to national environmental programs.

Elizabeth is an active member of the Arlington, VA community, where she resides with her husband and raised their three daughters.

Margaret (Peg) Weir  

Executive Director, Global Business Development, United States Postal Service

Margaret Weir is a results-oriented executive and leader with over 25 years of U.S. Postal Service experience in Business Development, Operations, Finance, Risk Management and Program Management.  This broad experience has afforded her the opportunity to address challenges from a strategic and tactical perspective at the corporate and field levels.  Weir’s effective team building skills have cultivated an active network of positive working relationships at all levels within and external to the Postal Service. Weir has received several awards for her leadership and teamwork.

Carolyn C. Cole

Manager, Energy Initiatives, United States Postal Service
 
Carolyn C. Cole is the Manager of the United States Postal Service’s Energy Initiatives group, reporting to the Vice President of Sustainability.  She is responsible for leading cross-functional efforts to reduce energy consumption and costs while maintaining continuity of operations.  Ms. Cole created the first national energy management plan in the history of the Postal Service.  This new plan identifies goals and standards for energy reduction and consumption for facility energy management, fleet management, fuel use and energy consumption.

BetsySECRETARY


Betsy Smidinger

Director, of the Resource Conservation and Sustainability Division, Environmental Protection Agency

Betsy Smidinger began her federal career at the US Patent and Trademark Office in 1986.  She joined EPA in 1988 and has since held a series of positions with increasing leadership responsibility that rely on a mix of technical and legal skills.  She served nearly 20 years in EPA’s enforcement and compliance assurance arena in various leadership positions overseeing high visibility information and reporting projects.  In 2009, Ms. Smidinger was selected for and completed the EPA’s Office of Personnel Management-approved Senior Executive Service (SES) Federal Candidate Development Program (CDP), and received SES approval by the OPM Qualifications Review Board.   For the past year, Ms. Smidinger has been acting in an SES Position as the Director of the Resource Conservation and Sustainability Division promoting the reduction, reuse, recovery and recycling of municipal, industrial and extractive wastes and the long term sustainable management of these materials. Ms. Smidinger holds a Bachelors of Science degree in chemical engineering from the University of Maryland.

Ms. Smidinger joined Executive Women in Government in the fall of 2008 and quickly became an active member by serving as the Communications co-chair in 2009.

Dr. Banks currently serves as Chief of the Statutory Compliance and Research Division in the Office of Information Programs and Services at the United States Department of State.  She is responsible for a portfolio that includes worldwide programs and a multi-million dollar budget for the purpose of centralizing the Department’s compliance with the access provisions of various federal information access laws and mandates; governing the release to the public and the need to know community of official State Department records, the protection of individual privacy, and the safeguarding of national security information.
